The meeting was called to order at
6:17 p.m.
John Gale moved and Mac Seligman seconded
that the reading of the November Board Meeting minutes be waived
and the minutes accepted as published. The motion passed unanimously.
Brickell Commons Project
A project of Terremark and Millennium Group, this development
is envisioned, as Ed Jacobsen, EVP Terremark, explained, "as
a true retail and entertainment destination for the area."
Located west of South Miami Avenue between 7th and 8th streets,
the project will be built in 2 phases including a 20-screen theater,
entertainment and ground floor retail, parking structures and
residential towers. It will include such specialty stores as
Tower Records and Barnes & Noble plus 1,000 spaces for parking
in Phase 1. They hope to break ground by the end of the year.
"Brickell Main Street" Project
(working name)
This open air retail center is envisioned as a destination for
Brickell area residents, a "lifestyle center for the home,
family and community," as described by George Giebel of
Constructa, developers for the project. Located on South Miami
Avenue in the 900 block, the center will include a gourmet supermarket,
bookstore, 3 to 4 white tablecloth restaurants...an upscale tenant
mix. They will focus on the public spaces and maintain the mature
oak trees. Phase 2 will include a moderate priced hotel tower
of about 12 stories of 280-290 rooms. There will be underground
parking for 300 vehicles plus 800 spaces above the 2 levels of
retail.
The Millennium Project
Ed Jacobson and Steve Hood of Bovis Construction explained how
the foundation pouring works for the 63-story, 3-year project
at 14th Ter. and Brickell and why 12 hour days are needed for
the foundation shafts. Neighbors Brickell East, Brickell Harbour
and Point View have agreed to 7 a.m. to 7 p.m. days for Monday
through Friday and 8 a.m. to 8 p.m. on Saturdays. There will
be no pouring on Sundays and Holidays. This portion of the construction
is estimated to take 5 to 6 months with the main activity, trucks,
etc. at 14th Court and Brickell.
John Lindsay, of City Manager Donald Warshaw's office, said that
the waivers are granted by the City Manager's office and that
only the first month thus far has been approved. Safety and structural
concerns are foremost, he said.
COMCA (Coalition of Miami-Dade Community
Associations)
Ron Smith spoke about this group of all area community associations
and moved that the BHA join, as long as COMCA doesn't speak for
the BHA without specific BHA authorization.
"Be it resolved that the Brickell Homeowners Association
accepts the Coalition of Miami-Dade Community Associations's
invitation to become a member and pay annual dues of $25 with
the understanding that COMCA's bylaws preclude taking any positions,
either pro or con, without the unanimous vote of its member organizations."
The motion to join passed unanimously.
Brickell Key Bridge Beautification
Megan Kelly re-introduced a plan for beautification of the Brickell
Key Bridge. Berdie Archer moved and Norm Mininberg seconded that
the plan be endorsed by BHA as presented. The motion passed unanimously.
Police Report by Lt. Mirabile
"Inside" burglaries are still a problem, so the Lt.
advised that board should not automatically trust the security
personnel they are hiring. If anyone thinks they have a problem,
they should call the Lt. and he'll investigate.
SCANs Program
- The police are looking to get a radio at the front gates of
buildings which will enable their management/security personnel
to call the police directly in the event of an emergency. The
police will be asking buildings to assume the costs of installation.
Safety Seminar, Thursday, February 17, at Brickell Place I, 1901
Brickell Ave.
Planned by BHA Secretary Mac Seligman
and the police, this tailor-made seminar from 10 a.m. to 3 p.m.
(with lunch) will cover topics pertinent to homeowners in BHA
condos and the special concerns of the security personnel for
these buildings. All the police instructors are being asked to
specially adapt their material and test in front of the Lieutenant,
Mac and Tory to ensure the content is germane and high value.
Lt. Mirabile will arrange for CEU credits for the managers who
participate.
Wainwright Park
Pat Quintana said a review of the park, amenities and needed
upgrades is underway so anyone with suggestions is urged to all
her.
1900 Brickell Avenue
A sign announcing a "spa" has
been erected. The City, including code enforcement, NET officials
and the legal department, are meeting with the plastic surgeon
to discuss the matter. City Manager Warshaw has said there seems
to be some ambiguity as to what's allowed there. The City has
to decide whether it will permit this new use, different from
the office originally planned and okay'd. He has a temporary
certificate of occupancy.
The meeting was adjourned at 7:35 p.m.
The next meeting is the Annual Meeting
with election of officers, Wed., Feb. 16, 2000, at Brickell Key
1, 520 Brickell Key Drive.
