The meeting was called to order at 6:15 p.m.

Veena Pajabi moved and Mac Seligman seconded that the reading of the January Board Meeting minutes be waived and the minutes accepted as published with two changes noted by President Tory Jacobs: 1) changing the Millennium location to "14th Terrace" not "15th Road," and 2) the Brickell Commons project is planning a "20-screen theater," not "20 theaters." The motion passed unanimously.

President's Report
Brickell Medians: The City of Miami Acting Director of Public Works reported they have identified funds for hiring a landscape architect to redesign the medians on Brickell Avenue from SE 5th Street to 25th Road. The designs are needed in order to secure a $50,000 State Highway Beautification Grant, which the City submitted on Feb. 1, 2000. The goal is to "replace the failed median irrigation system and renew the landscaping.

BPAC: Will not have to mobilize for the March 14th election for City of Miami Mayor now that the court has overturned the amendment that passed in November calling for a new election.

Aircraft Noise Abatement: Commissioner Morales, the FAA, Miami Airport officials, County Manager and Mayor have committed to starting a modest noise abatement program at night for a six-month trial, after which, if all tests well, they will gradually add daylight hours. The program involves moving flight tracks to the north and controlling planes until they are over the water where they'll do their turns.

Brickell Bay Village Development at 2101-2105 Brickell: The Atlantis Condominium Association and Micky Biss have both launched suits against the development asking for the court to set aside the City's approval of the plans.

1900 Brickell Avenue / Plastic Surgeon's Office: The City's Planning and Zoning Dept. say they cannot determine if the "spa" announced there is a violation of the covenants granted when the initial zoning variances were granted. City Manager Donald Warshaw and Johnny Winton are looking into it. The BHA will pursue on all fronts to keeping the spa and commercial encroachment out.

Commissioner Morales Town Hall Meeting: Announced for Feb. 22nd; flyers distributed.

Transportation: Commissioner Winton has brought concerned parties together to take a holistic look at the transportation issues around downtown and Brickell. They are considering a tunnel under the Miami River and other ways to alleviate congestion.

Property Tax Info: Printouts of property info was distributed to BHA members for each of the association's managers.

Miami Police Report
Lt. Mirabile reported no murders so far in 2000 in the Brickell/Coral Way NET areas; a 30% drop in auto thefts; a 29% drop in robberies; and a drop in calls for service. About 40 security and building management personnel are signed up for the Security Seminar on Feb. 17th organized by the Lt. and Mac Seligman of the BHA.

Brickell Park
Megan Kelly of Swire Properties and Wayne Stringer, the new president of the Brickell Area Association presented the BAA's stand on the City's decision to sell Brickell Park on the open market in order to settle a dispute with the Brickell family. BAA has filed a petition to stop the sale and has passed a resolution asking for the City to reverse its vote.

Bruce Cotten moved and Veena Panjabi seconded the BHA's support of the BAA resolution, attached.
The motion passed unanimously.

New Business
Dana Manner, a resident of the Miami Roads area and member of the Miami Roads Neighborhood Civic Association explained the Roads neighbors' opposition to the Children's Museum, okayed by the County to be built on the Vizcaya Station parking lot. The neighbors object to the size, scope and design (53,000 sq. ft., modern design) of the building, the lack of parking spaces (22 total); traffic flow concerns not addressed.

Florence Mazer moved and Bruce Cotten seconded the BHA's support of the Road's resolution, attached.
The motion passed unanimously.

Election of Officers
The nominating committee, chaired by Bruce Cotten, moved that the current slate of officers be retained for another one-year term. No nominations were made on the floor and all were unanimously reelected.

The meeting was adjourned at 7:15 p.m.

The next meeting will be held at 6:00 p.m., Wednesday, March 15 at Bristol Tower.
