It was moved and seconded that the reading of the May Board Meeting minutes be waived and the minutes accepted as published. The motion passed unanimously.

President's Report
Fortune House: Veronica Goff has been hired as Property Manager and will advise BHA on the results of their upcoming election of officers.

Brickell East: Nestor Blanco has been hired as the new Property Manager to replace Kitty Castro who has retired and will be missed.

Fire Rescue Fees: A recent ruling by the 4th District Court of Appeal in West Palm Beach overturned North Lauderdale fire rescue fees. The matter is currently certified to go before the Supreme Court of Florida.

Candidates Forum: In preparation for the first primary for County elections, the annual Candidates Forum will be held August 24th at 7 p.m. at the Immanual Lutheran Church. In association with the Miami Roads Neighborhood Civic Association and the Brickell Area Association, flyers and media alerts will be distributed and a notice added to the BHA Website. The President and Board encourage membership attendance at this opportunity to communicate with potential officials.

Aircraft Noise Abatement: Scheduled tests have been postponed until this fall.

1900 Brickell Avenue: The City of Miami has determined that the matter of the plastic surgeon's permitted procedures and signage must again go before Planning & Zoning Board and City Commission.

Brickell Park: Megan Kelly commended the BHA group for its opposition to the sale of Brickell Park. The BHA recently passed a Resolution in support of this effort. Editorials condemning the sale have been included in recent issues of the Miami Herald and Brickell Post and additional inquiries are being made into the earlier discovery of human remains.

Net Administrator's Report
A brief extension has been given to 1548 Brickell Avenue for the removal of the last large sign on the property. All signs have been removed from the property at 1824 Brickell. Concern was expressed on the leasing to more than the three entities originally presented for 1548 Brickell. The Net Administrator will continue to monitor these situations carefully.

Four Seasons' Big Pour: The pouring of the concrete foundation has been scheduled for July 1st with a rain date of July 3rd. The pouring will begin at approximately 3:00 a.m. and conclude 20 to 24 hours later. Traffic flow will be managed by off-duty police, and residents in adjacent buildings will be given prior notice of the pour.

Brickell Medians
Jerry Marsten from Wallace Roberts & Todd reported on potential extensions to the proposed median beautification project. Mr. Marsten presented suggestions to promote the residential atmosphere of Brickell Avenue including visible source lighting on sidewalks such as acorn style lamps. Visible source lighting has been an effective element in calming traffic. A motion was made to:

"Engage the firm to research funding sources on local, state and federal levels, develope drawings, etc. to illustrate design proposals and furnish BHA with an estimate of WRT's fee for preparing a "grant-ready" proposal package.

The motion was passed unanimously.

The outcome of the original Beautification application to the Federal Department of Transportation is still pending.

Police Report
Lt. Mirabile reported that parking on 15th Road is permitted if legal, however officers have issued many parking violations for meter fees. Based on BHA members' suggestions, the Lieutenant will investigate efforts to ease the left hand turn onto Brickell such as establishing a turning lane, striping curbs and limiting parking. Lt. Mirabile repeated warnings that caution is still the best safety policy, however reassured members that Brickell continues to be one of the safest neighborhoods in Miami- Dade County.

Officer Jeffrey Giordano reported on a tour of problem areas taken on June 20th by himself and various BHA board members. Special notice was made of areas sheltering homeless persons and the condition of the two small beach areas located under the Rickenbaker Causeway. Police field many complaints associated with these problem areas such as playing of loud music, loitering, littering and stealing. A suggestion was advanced to "take back the beach" by insisting that violators of open container laws and fishing bans complete their community service by cleaning up this area. An additional opportunity could be the installation of a simple gate to be locked each evening and reopened each morning by police officers. This would deter after-hour parties. To further these initatives, a letter addressed to the proper authorities will be drafted in collaboration with the BHA and Officer Giordano.

COFCA
A motion was made to:
"Formally become members of the Coalition of Florida Community Associations (COFCA) and pay annual dues of $150."
The motion was passed. Ron Smith will be the BHA representative.
No meeting will be scheduled for the month of July. The Candidates Forum is Aug. 24 and an August meeting of the BHA Directors may be announced.
