Board of Directors Meeting
September 15, 1999, Two Tequesta
Point
The meeting was called to order at 6:20
p.m.
Ron Smith moved and Keith Reynolds seconded
that the reading of the June minutes be waived and the minutes
accepted as published. The motion passed unanimously.
President's Report
Welcome - To
Pastor Jim Bizair of Immanuel Lutheran Church, Elizabeth Enriques
of Fortune House and Greicy Miglan representing Commissioner
JL Plummer. A wish for speedy recovery was shared for Florence
Mazer in rehab for an injury.
Brickell Bay Drive Guard Gates- A meeting will be held Oct. 4th to discuss the
proposed guard gates for both ends of Brickell Bay Drive between
14th St. and 15th Road and the special taxing district to fund
them. All interested parties are invited to participate.
BHA 10-Year Brochure - To be distributed the following week.
Candidates Forum: Thursday, October 14, 1999, at Immanuel Lutheran
Church.
Brickell Medians - Jim Kay, Director of Public Works for the City,
is very upset with the vendor who is supposed to fix the irrigation
system. May need to rebid the job, and seek funds from FDOT.
Cracked Sidewalks
- Trying to get resolution from City, FDOT as to who is responsible
for fixing.

Brickell Bay Village Development -
There are currently no plans before
the city for the property at 2101-2105 Brickell Ave. as the developers
are trying to redesign to a more acceptable plan.
Police Report
Jeff Giordano reported car thefts, robberies
and burglaries down compared with a year ago.Some of the problems
with thefts inside buildings are inside jobs...that is, residents
leaving their doors open and some other resident passing by and
seeing opportunity. It was requested that a printout of the specific
crime reports for our area be furnished each month.
Hurricane Evacuation Question - What does mandatory evacuation
mean? Police are begging you to get out, but will not drag people
out. If you stay, you stay at your own risk and assume your own
liability if you cause harm or damage to others.
Party Boats/Bayfront Park Concerts
- Residents reported a growing
problem with noise from party boats on the bay and concerts in
Bayfront Park that are granted waivers for noise ordinance exceptions.
Steve Owens said they had to take action in the form of a petition
in the past.
Brickell Neighborhood PAC Report
The PAC reported on its meetings of the
Steering committee and the strong stand against the so-called
"strong mayor" charter amendment change. Tucker Gibbs,
of a larger coaltion "NO PAC" explained the consequences
of giving the City Commissioners so much power, such as the approval
(firing/hiring) of some 26 City department heads.
Candidate for City of Miami District 2
Johnny Winton made a presentation on his
platform for District 2 City of Miami Commission seat.
The meeting was adjourned at 8:00 p.m.
The next meeting is October 20th, Brickell
Bay Club.
Minutes of the BHA Special Board of Directors
Meeting
October 7, 1999, Brickell Place I
The special meeting was called to order at 6:05 p.m.
Brickell Neighborhood PAC Fundraising Drive - To date
$3,708 has been raised in the direct mail campaign that went
to BHA residents and registered voters in BHA precincts.
Report on the Brickell PAC from Mel Frankel
The PAC Steering committee has been meeting weekly and working
with the NO! PAC organized by Tom Gabriel of the Firefighters
union and Tucker Gibbs, Grove resident, attorney and activist.
The challenge is with the 55+ Hispanic voters who get most of
their information from Spanish radio. All moneys in the Brickell
Neighborhood PAC have been allocated for the Brickell campaign.
Norm Mininberg moved and Berdie Archer seconded that:
"The BHA allocate $5,000 to the NO! PAC for its campaign
immediately and up to an additional $5,000 if needed by either
the BN-PAC and/or the NO! PAC, to be decided by the BHA president
and vice president."
The motion passed unanimously.
Elizabeth Enriques moved and Herb Bailey seconded that:
"The BHA sign on as plantiffs in the court case against
the legality of charter amendment change #1."
The motion passed unanimously.
The special meeting was adjourned at 6:35 p.m.
Reminder that Oct. 14 is the Candidates Forum and Oct. 20
is the next regular BHA Board meeting.
