It was moved and seconded that the reading of the June Board Meeting minutes be waived and the minutes accepted as published. The motion passed unanimously.

President's Report
Park Place at Brickell. The developer of this 918-unit, 3-tower property on the west side of Brickell through to South Miami Avenue running north from 15th Road will be at the next BHA Board meeting to present their plans. The urban development will include 22,800 feet of retail and 1,375 parking spaces. Neighbors are concerned that it is very large, and very dense.

Mary Brickell Village. The developers for this retail, restaurant "village" at 900 South Miami Avenue will also present their plans at the next BHA Board meeting.

1900 Brickell Avenue. The plastic surgeon has erected a sign for a "dermatological spa" at the property. Initially the City said the sign had to go, now they're allowing it as well as medical procedures, which were disallowed in the original covenants of the zoning variance. The BHA has filed an appeal which may come before the City Commission in December or January. City Manager Gimenez said he'd look into it: "Supply me with what you've got and I'll start asking questions."

Brickell Bay Village Development. The lawsuit between the Atlantis and Bristol Tower continues with the developer counter-suing due to the delay. It is now before the Third Circuit Court of Appeal.

Aircraft Noise Abatement. The February 1, 2000, agreement with the FAA to started limited tests of new abatement measures in June was delayed to August and now "maybe fall." Many of those serving on the task force are frustrated and feel that it is apparent that the FAA and Mia don't want to change anything they're doing now. Commissioner Morales has asked for a look into how eight other major cities have been able to implement noise reduction measures as a way to help Miami address its problems.

Candidates Forum on August 24. Was the best attended by residents in the past nine years.

Brickell Neighborhood PAC. Donations have been received for the PAC's endorsement and publicity efforts for Fall 2000; those who would like to make a contribution can do so anytime using the form in the last BHA News or the form online.

Saving Brickell Park
Wayne Stringer gave an update on the coalition's efforts. They've been meeting with the Miami City Commissioners and Miccosukees and possibly the Seminoles.

City Manager Carlos Gimenez
The Manager told BHA Directors that he is focusing on the neighborhoods and quality of life issues. City staff will be represented at meeting with a city department head or other staff member and the Manager pledged to always be responsive to BHA inquiries and needs, even if the answer isn't good.

Power Transmission Lines ­ FPL
The huge 10-story towers planned for Second Avenue to carry power to the relay station behind the Brickell Public (as reported in the Summer 2000 BHA News) look like they are going in despite concerns. It would cost $3.5 million more to bury the line and the power company is obligated to install them using the least expensive method.

Representative Gustavo Barriero, Florida House of Representatives
Mr. Barriero expressed a strong desire for constituents to call on him to help with their issues and concerns. He has been following the Save the Brickell Park effort and Windstorm Insurance issues. He introduced Sam Perez, of the Florida Bureau of Condominiums, who is opening a state office in Miami-Dade County for the first time.

Brickell Median Beautification Project
Gerry Marston of Wallace, Roberts & Todd reported on the progress of the State grant, which the city received, and said the City's next step is to go through the bidding process.

Mr. Marston presented preliminary figures and discussed the process for evaluating and deciding on possible further enhancements to the Brickell median including lighting and expanded irrigation/landscaping design. The City Manager said the City would help in any way possible as BHA and WRT works toward finding possible grant funds to support the project. Everyone liked the idea of trying to do more to enhance Brickell Avenue. A committee was formed headed by Berdie Archer to assess possibilities and work with WRT.

Courts/Brickell Key
Steve Owens of Swire Properties discussed their latest project on Brickell Key with 34 stories and 317 units of 1, 2 and 3 bedroom apartments with an average price of $325,000. The units will sell finished, rather than decorator ready. They will be filing for permits in the next 2 or 3 weeks and plan a 22-month construction period.

The meeting was adjourned at 7:55 p.m.
