Florence Mazer moved and Jan Jones seconded that the reading
of the October minutes be waived and the minutes accepted as
published. The motion passed unanimously.
Special Presentation on Brickell Bay Village Project
Vicky Garcia-Toledo, representing the Brickell Bay
Village Apartments Project, presented the revised development
plan to the board, which attempts to address all the concerns
raised by neighbors and the BHA when originally presented at
the April 1999 Board meeting.
Key changes in the revised Brickell Bay Village Apartments
Project plan include:
-Density: originally planned for 421 units; now at 359 units
-Parking: reduced from 650 spaces to 510
-Building design now puts two levels of parking underground,
two above
-Reduced length to 371 feet and improved neighbors' views
to the water
-Reduced number of floors to 26 stories
-FAR Bonus - reduced their request by 25% from the original
request for a 45% increase in allowable development space, representing
87,400 sq. ft. less overall
The project's immediate neighbors to the south, Bristol Tower,
represented by attorney Jeffrey Bass, had reviewed the new plans,
found them acceptable and recommends BHA approve the plans as
revised.
Annette Taddeo, the new President of The Atlantis on
Brickell Condo Association, said her board had not yet seen the
revised plans or discussed the matter, so she could not endorse
a position by BHA either way.
Annette Taddeo moved and Jan Jones seconded
the motion that:
"BHA defers its position on the new design plans for
the Brickell Bay Village development at 2101-2105 Brickell Avenue
until The Atlantis board of directors has made its review and
decision, a week from this date (11/24/99)."
The motion passed unanimously.
Miami Commissioner Johnny Winton
Greeted BHA directors after winning office two weeks prior,
replacing Commissioner JL Plummer. Said crime, traffic and taxes
are major issues impacting Miami, thus impacting the Brickell
district as well. Said proper planning, consistent code enforcement
and homeownership programs are key.
Commissioner Winton also discussed Miami-Dade's dire traffic
concerns and said that a tunnel is the best solution.
Ron Smith moved and Annette Taddeo seconded
the motion that:
"BHA endorses the tunnel concept under the Miami River
at 2nd Avenue."
The motion passed unanimously.
Marine Patrol
Lt. Mickey Brelsford with Miami-Dade Marine Patrol,
and Officers Lazaro Alfonso and Lillian Hunter with
the City of Miami Marine Patrol, came to address concerns about
the noise level of watercraft off the shores of the Brickell
area neighborhood. Patrolling Biscayne Bay is a shared responsibility
between the City and County which work cooperatively on enforcement.
Jet skis are not allowed within 1,000 feet of the shore; the
marine patrols work around Marine Stadium a lot, write a lot
of tickets, stay very busy with limited manpower. When manatees
around (during winter primarily) enforcement is even stronger.

Greater Miami Chamber of Commerce
Bruce Colon, resident of Brickell Key and member of
the Executive Committee of the Chamber and Cochair of the Downtown
New World Center, encouraged BHA to join the Chamber at the Trustee
level. The cost is $2,675 year and includes 10 representatives
to the Chamber.
Norman Mininberg moved and Ron Smith seconded
the motion:
"BHA will join the Greater Miami Chamber of Commerce
at the Trustee level."
The motion passed unanimously.
Brickell Key Bridge
Megan Kelly, of Swire Properties, presented the newest
proposed improvement plan for the Brickell Key Bridge by the
Brickell Key Master Association. Lighting had been added
previously and now they wish to install and maintain enhancements,
such as additional decorative lighting, planters and landscaping,
entry median features and tile pavers.
Norm Mininberg raised a question about the number of
lanes on the Bridge, which apparently is striped for two lanes
but cars are using it as if it is a four-lane road. Megan Kelly
said that lane designation and usage is a traffic enforcement
issue and nothing that the master association can control. Norm
asked for a review of the minutes from the last presentation
to see what was said or promised about the number of lanes on
Brickell Key Bridge.
Norm Mininberg moved and Annette Taddeo seconded
the motion:
"The BHA defers taking a position on the Brickell Key
Bridge proposal."
The motion passed unanimously.
Miami Police Report
Officer Jeff Giordano announced the annual holiday
toy drive to benefit the Southside Elementary kids.
Lt. Mirabile distributed reports for the NET's "Robberies,
"Recoveries," "Auto Thefts" and "Burglaries"
for the previous two weeks. None of the 71 total incidents occurred
in Brickell Homeowners Association member buildings.
The Lieutenant reminded everyone to be aware of their surroundings
for optimum safety, especially during the holiday season.
The meeting was adjourned at 7:30 p.m.
The next scheduled meeting is Jan. 19 at One Tequesta Point.
