It was moved and seconded that the reading
of the October Board Meeting minutes be waived and the minutes
accepted as published. The motion passed unanimously.
President's Report
BHA will not be meeting in
December, Happy Holidays!
Aircraft Noise Abatement. A 6-month test
of the proposed east flow departure flight path from 11 p.m.
to 6 a.m. is scheduled to begin Nov. 30 or Dec. 1st
Goals. BHA goals for next year will be
on the agenda for the January Board Meeting.
1900 Brickell Avenue. On Dec. 14, a City
Commission agenda item on the plastic surgeon's use of the residence
is scheduled. At the Zoning Board meeting of 11/6/2000, the board
voted 4 to 2 that a Spa would not be permitted according to the
original resolution. Still need to go to full City Commission;
at least 40 people needed from neighborhood to attend to show
their opposition. Special thanks to the Roads members and South
Miami Avenue Homeowners who have attended in support of BHA.
Special Permit
Notices. An initiative
begun in 1997 has produced a
positive outcome! The Commission
has mandated that
condo owners, not just the condo offices, must
be
notified when developers want a special use permit. PZ Item
9 will change, establishing that all condo owners within 375
feet of the area must be notified. Also the distance requirement
for major developments is to be increased to 500 feet.
Traffic. City Manager found $60,000 to
do new traffic study for Brickell area. In addition, this study
will set up criteria for developer's traffic studies that will
be more dynamic, taking into account future neighborhood building
plans.
FPL
Transmission Lines. BHA thanks Commissioner
Winton for setting
up a meeting with FPL regarding their 10-story
transmission line poles proposed on 1st and 2nd Avenues. They
have agreed, in principle, to ask transit authority to run lines
along the Metrorail right-of-way.
Brickell Park. Commissioner Winton has
put forth a resolution to direct the legal department to get
out of the contract to sell the Brickell Park property and split
proceeds with the Brickell Family heirs.
Brickell Bay Village Development.
Congratulations
to the Atlantis for winning their
hard-fought suit against the
huge development
proposed at the Brickell Bay Village site. The
developer's plans were rejected and they must go back to the
drawing board. They have been asked to redesign and conduct new
traffic studies.
Development in the
Neighborhood
The sales center for Associate
Member Multiplan's proposed Il
Villagio Tower
between The Mark and 14th Street on Brickell Bay
Drive will open on southern corner of site. It is reported that
the northern tower has been sold to Tibor Hollo.
BPA Development (Willie Bermello) has
submitted a MUSP application for a project, Brickell View, at
the northwest corner of South Miami Avenue and Coral Way to include
600 residential units, 23,000 sq. ft. retail and 30,500 sq. ft.
office.
1050-1060 Brickell Avenue through to Southeast
First Avenue: Proposed development to include twin residential
towers, 543 residential units, 1,022 parking, 25,000 sq. ft.
retail.

Office Report
Tony Wagner from Coral Way Net Office reported on 1900 Brickell
Building. He assures us that inspectors are doing monthly
unannounced
visits to check on any unpermitted
surgery. He reports that the
office is generally
empty and speculates that it may have to
close. He
reminds us that the contentious sign meets zoning specifications
however the language was deemed to be ambiguous in view of the
ordinance stating that no medical procedures could occur and
no commercial activity is permitted.
Mr. Wagner and his office continue to
monitor the area for graffiti and appreciates Mac Seligman notifying
his office when new graffiti is found.
Tory Jacobs extended BHA's congratulations
on Mr. Wagner's involvement with Tower Management and their on-going
work to bring back the Little Havana area.
NET Chief Code Enforcement Officer Sergio
Guadix joins the administrative team. Dennis Wheeler will now
take over for Manny Diaz as director and Francisco Garcia is
the new assistant director.
Police Report
Office Giordano reported on several robberies in the 905 Brickell
Bay Drive building and Four Ambassador Buildings. As holidays
approach, Office Giordano reminded us that the annual South Side
Elementary Toy Drive and Carnival would like to ask once again
for a donation for toys andturkeys. Veena Panjabi moved and
Mac Seligman seconded that the BHA make a $500 contribution.
The motion passed unanimously.
City of Miami
Manager's Office
Chip Iglesias, Chief of Staff
at the City Manager's Office, reports
that the
Financial Oversight Committee has approved the City's
five-year plan.
City Commissioner Johnny Winton's
Office
Johnny Winton's office notes that it will send out its first
newsletter soon. The newsletter will update residents and share
a year's worth of subjects.
Brickell Park's future is back on agenda
and success will hinge on public support.
County Commissioner Jimmy Morales'
Office
BHA
acknowledges the presence of Marcia Monserrat, a representative
from Commissioner Morales' office.
Fortune House
Caroline Espasas gave the group
a special greeting from our member
and host,
Fortune House. Fortune House is a mixture of condominiums
and hotel suites providing the area with a new concept of one-
and two-bedroom facilities with and enhanced guest services.
Members of BHA can enjoy a discount of 10%.
Surrounding Neighborhood
Developments
Miami Roads Neighborhood Civic Association and South Miami Avenue
Homeowners Association members discussed their position regarding
the proposed high density high rises on all sides of their
neighborhood
of single-family homes. The groups
state that they are not anti-development,
but
request reasonable development. They suggest that there should
be some transition between single to high-rise.
They are requesting a study of Coral Way
from 15th to 25th Roads to determine how much legal zoning is
already in place. Efforts to 'down zone' are difficult and they
continue to ask for further evaluation of traffic.
The next meeting is Wednesday, January
17, 2001, at Brickell Forest, 2400 Brickell (entrance from 25th
Road between Brickell Avenue and South Miami Avenue).
