The reading of the January minutes was waived and they were approved as published.

President's Report
Commissioner Joe Sanchez's Office. Eileen Damaso, chief of staff for Commissioner Joe Sanchez, was welcomed. She is representing him during his absence. The Commissioner will attend a later meeting to discuss his pro-plastic surgeon position on the recent ruling regarding the Spa at 1900 Brickell. President had one brief insight from the Commissioner. Apparently the Commissioner tends to vote with City staff when he is unsure or unclear of issue.

1900 Brickell. President briefed membership on status of BHA's complaints regarding 1900 property and of the Commission's ruling on Jan. 25th voting 3 to 2 that a spa and medical procedures should be allowed. BHA will continue to appeal ruling. Opportunity for success is good due to the very precise language of the Commission Resolution. The City of Miami should need a Commission Resolution to change the existing limitations.

Brickell Medians
Florida Department of Transportation (FDOT) has notified BHA that they will fund the additional cost of irrigating and sodding the entire medians. Specifications will be out for bid this March. Work should be completed by August.

The Metropolitan developers have come forward with a landscaping plan for 25th Road medians from Brickell going down to Bay. The City will be asked to tie in irrigation with the Brickell median program. The back-up plan is the developer will escrow funds for two years of irrigation. After that time all 25th Road residents will have to make alternative plans.

Brickell Bay Village Development
This project is again going through the approval process. It is unclear at this point to what extent the plans may have been modified to reduce density. The BHA Board unanimously passed a resolution:
"We are opposed to the granting of a MUSP for the Brickell Bay Village Apartment Development incorporating 359 residential units and 520 parking spaces due to density and traffic considerations."

South Miami Ave. Homeowners Association
A representative from the new group, Dr. Robert McCabe, was introduced. He believes that Roads, SMHA and BHA working in concert can accomplish a lot for the neighborhoods.

Miami Roads Neighborhood Civic Association
Miami Roads President Daniel Leibow spoke and distributed copies of the Road's newsletter. Invited BHA reps to join MRNCA meetings on the last Wednesday of each month at Simpson Park. Upcoming is a charette to better understand how developers' impact fees are being used.

Miami Police, Officer Jeff Giordano
Officer Giordano distributed Pit Bull law flyers including actions you can take to prevent attacks. He also gave a summary of recent crime activitiy in the area.

Jan Jones requested consideration of enforced or voluntary dog curbing. Officer Giordano was asked to investigate and report at next meeting. Officer Giordano was also asked to investigate and report on the use of bicycle bells to warn pedestrians.

Brickell View and Brickell Station Developers
Developers of two west Brickell mixed-use projects, Brickell View and Brickell Station, presented plans and answered questions about their respective developments.

Election of Officers
Bruce Cotten, Chair of Nominating Committee, reported no new nominations, incumbants have agreed to run again. Moved to reelect current slate. President encourages others to get involved. Passed unanmiously.

Next meeting will be March 21st at Brickell Key One, 520 Brickell Key Dr. Agenda to include presentation by representatives from Brickell Way Village Development; Stuart A. Klaskin of Klaskin, Kushner & Company Aviation Consultants will present his thoughts on Aircraft Noise Abatement (has been researching efforts at other locations throughout the country); a presentation by Brickell Avenue Street-scape Design Committee; and discussion of BHA goals.
