Meeting was called to order at 6:20 p.m.

A motion to waive the reading of the March minutes and accept them as published was made by Bruce Cotton and seconded by Ron Smith. The motion passed unanimously

Report from Miami-Dade Commissioner Jimmy Morales
The Commissioner spoke of initiatives at the Countythree items that will probably be on the ballot: Transportation, Education and County Infrastructure

Transit Tax. The summer 1999 effort for a 1/2-cent transit tax failed by a 2 to 1 margin, however population growth is continuing in Miami-Dade and we still don't any solutions in the works. Holistic, comprehensive systems enabled communities like NYC, Boston and DC to grow, and demonstrate to us it's got to be a combination of systems, which will require a significant capital investment. Feds will now only put in 40-50% and require a match; state will put in some but require a match. The next funding time is 2003 from Feds. The transit tax will propose a penny or half-penny tax on sales. To oversee the spending, probably an independent group or trust will be formed. Discussions are now underway countywide about what items should be on the list. Linking Beach to Downtown is being championed by DDA. Construction and operation must be funded as every transit system has a subsidynone pay for themselves, therefore the dedicated source of funding is needed.

Now is the time as a community, as a city of Miami, to get projects on the list, for which there are many competing interests. Now is the time for the Brickell community to come forward with items for the list, the Commissioner advised.

Education: Early Childhood Issues. Pre-kindergarten public education is being considered, although a funding source hasn't be identified. In Broward County, they have a half-mil dedication for children; Palm Beach now has a full mil because half was so successful. Miami-Dade doesn't have dedicated funding

County Bond Referendum. Former County Manager Merritt Steirheim's list of unfunded county capital needs is extensive with Museum Park at Bicentennial Park and funding for Miami Art Museum and Miami Museum of Science at the top of the list. The Mayor wants to see a $1.5 billion bond offering this fall, replacing the Decade of Progress bonds which have been finished. The County will also solicit the community about what residents feel are important capital needs.

President's Report
Chip Iglesias of Carlos Gimenez's staff just got back from Harvard interviewing MBAs interested in coming to work in Miami and reports a strong interest among the graduates.

Mayor Diaz met with homeowners groups (BHA, Miami Roads, Morningside, South Miami Avenue, Miami-Roads, and Coconut Grove). The 90-minute allotment for the meeting was extended to two hours that the Mayor spent talking with the nine representatives. Every quarter this type of meeting will take place. The mayor was interested, responsive to our concerns.

Police Report
Robberies went down to one last month. Increase in burglaries in construction sites in the area. If buildings want to start crime watches, contact Jeff.

Don't Block the Box Initiative. FDOT is delaying the painting of the intersections. Want to dedicate the intersection at SE 8th and Brickell Ave. to Chris Campbell and put the Hurricanes logo in the street.

Bruce Cotton made a motion that BHA support the Police's proposal to dedicate the intersection to UM. It passed unanimously.

Commander Fernandez reported that officers in cars and at construction sites now have a memorandum of duties. Will give BHA a copy of memorandum of instructions.

NET Reports
Downtown Administrator Patricia Lopez: Got construction vehicles off 15th Road from the Millennium Four Seasons project.

Bus Benches and community input. Maybe Monday, April 22 a meeting at Shenandoah Town Center, 6:00 p.m. In Brickell, it was pointed out, there are benches in the swales, benches where there is no stop and benches at an angle versus parallel. BHA wants none with advertising panels in residential area. Tony Wagner reports by the end of May those identified for removal will be gone.

Brickell Bay Village Project Update by Kurt Kenyon, MK Contractors
Going to be putting up a trailer and fence on the site soon. Will be there 18 months. Parking, dust control, noise control are going to be carefully addressed and monitored. Kurt wants to be proactive in providing regular progress reports during the construction project. Work will start 8 a.m. and continue to 4:30 p.m. Monday through Friday. Foundation is nine feet deep and will take roughly 14 hours to pour. Working with the City of Miami Special Events on the plan for the pour so that they take only lane. After the initial big pour, each floor pour will be about 30 trucks and once a week.
Question workers' parking. Answer: Working with developer to find off-site parking.
Question on Security lighting. Answer: Only office complex to be lit, if too bright, will be adjusted.
Question on Hurricane plan. Yes, it is in place for securing the site if a hurricane is coming. Will make a presentation on what the project will look like at a subsequent meeting.
