The meeting was called to order at 6:20 p.m.

A motion was made by Ron Smith and seconded by Salvador Ziegenhurt to waive the reading of the January minutes and accept them as published. The motion passed unanimously.

President’s Report

Treasurer Position. The President announced Norman Mininberg has sent a letter of resignation from the board and as Treasurer. Ron Smith moved and Berdie Archer seconded that Norman Mininberg’s resignation be accepted with thanks for 10 years of service to BHA. The motion passed unanimously.

Condo Associations & Homeowners Associations – State Regulations being proposed by Rep. Julio Robaina, who has come up with 28 new regulations for condos that are to be voted on by State Legislators in March. He claimed to have received thousands of emails, held meetings around towns heavily attended by hundreds of people...BHA was not aware of these meetings. A lot of the problems have to do with those associations with covenants and with lien powers, which are different from groups like the BHA. BHA posted the information on its Web site – the 28 problems and proposed changes. Individual condos may want to look at them…some may be good regulations; some may be onerous.

Committee Reports
Al Maloof, Government Relations Committee

All BHA Directors invited to a reception with Tom Gallagher at the law offices of Genovese, Joblove & Battisa to meet him and enjoy hospitality. Feb. 24, 5:30-7:30 p.m. The event is not a fundraiser, although Mr. Gallagher will be running for governor in 2006.

Miami Police - Jeff Giordano
Officer Giordano presented a plaque to BHA for support for the toy drive in December for the Southside Elementary kids.

Security Seminar will be conducted in April. Mac Seligman will help coordinate BHA managers, security guards and other interested personnel.

Tibor Hollo, Florida East Coast Realty

Mr. Hollo’s company has several projects on Brickell Bay Drive. One, The Club at Brickell Bay, has sold 290 units, 83.5% to local people. His company is proposing to develop a walkway along the bay and a streetscape with landscaping and lighting. In a couple of months he will present the plan for BHA’s review. His company is funding the project.

Special Presentation: Suzanne Delehanty, Miami Art Museum and Gillian Thomas, Miami Museum of Science

Both museums presented their plans for building new museums at the Bicentennial Park site, the Museum Park vision being led by the City. Both museums see the major downtown, waterfront site ideal for world-class museums that will draw both visitors and residents. MAM’s building will be 175,000 square feet (in two phases) and the Museum of Science will be 250,000 square feet. MAM wants an outdoor sculpture garden and the Museum of Science an outdoor Science Park. They are currently raising money and hoping for the successful passage of the countywide $1.6 billion bond referendum in November 2004 which could provide both museums with substantial capital funds.

Ron Smith moved and Sheila Zemsky seconded that the slate be accepted as presented. The motion passed unanimously.

The meeting adjourned at 7:40 p.m.

Next meeting: Bristol Tower, Wednesday, March 17, St. Patrick’s Day (a well-known Irishman is expected.)
